Child Day Care (CDC) Contracts is established in Section 8-210 of the Connecticut General Statutes. These contracts provide funding to develop and operate child care programs to serve infants, toddlers, preschool and school age children throughout Connecticut who are disadvantaged by reasons of economic, social or environmental conditions.

Reporting requirements
All Child Day Care programs are required to submit reports and forms to OEC to support contract compliance and program monitoring.
Data Submission and Reporting Requirements are detailed in OEC General Policy A-03.
Annual Forms
Annual Forms are sent via email to CDC contractors at the beginning of the fiscal year (July), to be completed through a Qualtrics survey. Forms that contractors may need to resubmit during the year due to program changes are located below and can be completed and emailed to OEC Co-Program Managers.
ECE Reporter
CDC programs are required to enter (or upload) child enrollment data and submit monthly reports via Early Care and Education (ECE) Reporter. CDC contractors with one or more subcontractors must review and approve all reports monthly and are responsible for monitoring the accuracy of the data submitted.
Early Childhood Professional Registry (“The Registry”)
All CDC programs must have an account in The Registry and remain compliant for accuracy of this account on a monthly basis. OEC General Policy A-03 details the requirements that program administrators and program staff must meet regarding The Registry.
Family eligibility and fee determination
CDC programs must ensure families meet eligibility requirements, and apply the appropriate family fees as determined by the OEC Fee Schedule.

General Policies
OEC General Policies detail requirements and guidelines for Child Day Care Contracts, School Readiness, Smart Start and State Head Start state funded early care and education programs.
Child Day Care contractors and subcontractors are required to meet and comply with all General Policies applicable to the Child Day Care contract.
Program supports
Accreditation Quality Improvement Supports (AQIS) – AQIS is a quality improvement support for licensed child care centers, group homes, and license-exempt child care programs. It offers providers access to a team of staff with expertise in continuous program improvement using the National Association for the Education of Young Children (NAEYC) assessment items as the framework for growth. AQIS supports are open to all child care providers interested in quality improvement, whether or not the program is actively pursuing or maintaining NAEYC Accreditation.
Elevate is OEC’s quality improvement system for licensed and license-exempt child care programs in family, group, and center-based settings. Elevate builds on Connecticut’s licensing requirements and links to national accreditation standards. It also brings together OEC’s existing technical assistance and professional development opportunities with exciting new resources. Elevate’s Service Navigators guide providers in all settings by connecting with the tools and resources to reach a programs goals.
Staffed Family Child Care Networks (SFCCN) – Family Child Care Networks are one of OEC’s key quality improvement supports for family child care programs. These community initiatives have paid staff with expertise helping family child care providers and they offer ongoing support services and resources. United Way of Connecticut (UWC) 211 Child Care is OEC’s strategic partner serving as “the Hub” to the state’s cohort of Staffed Family Child Care Networks. Learn more by visiting the Hub.
